The reason this reads as a finished costume rather than a dressing-up outfit is the metalwork — the chains at the waist, the beads at the hat, the pendant at the collar. Sets that leave those out cost less to make and look it. It is a fan-made costume, not official merchandise, and carries no studio logos or branded artwork.
