No, and it is worth knowing before you order. Every photograph shows the skirt over a hoop petticoat, which is what gives it the bell shape. The maker lists the set as the dress and the headdress, explicitly without the skirt support. Worn on its own the skirt still falls full and floor-length, just softer. A separate hoop is inexpensive if you want the photographed shape.

Velvet on top, satin below
The bodice is a proper velvet with a structured front rather than printed jersey, and the skirt is a heavy satin cut full enough to move. That contrast in fabric is the whole costume — cheap versions use one thin polyester throughout and read flat under a camera. It is a fan-made costume, not official merchandise, and carries no studio logos or branded artwork.
